Since 1973, Gen. Yakubu Gowon had made it a law that all Nigerian graduates, under the age of 30, must render a compulsory one-year service to their fatherland. This service is often referred to as NYSC (National Youth Service Corps) program.

During this one year service to the country, the federal government is fully responsible for the welfare of every and every participating graduates. This is one of the reasons government monitors all the activities of every mobilized or serving graduate at their Place of Primary Assignment (PPA) and place of residence.

The government also decide if a serving Corper — as they are fondly called — can embark on any journey or not. The Federal government also pays them a monthly allowance of 20,000 — out of which 200 is deducted as tax— for the service the rendered during the 30 days of the month.
